【樣本從哪來】cron 每 5 分鍾記一行接口速率（vnstat/讀 /proc/net/dev 差分），一周即有 2016 個樣本——P95 從此不靠猜。
【口徑邊界】peak-estimate 的 ×1.5 是經驗系數不是承諾；95 計費的採樣粒度（5 分鍾）與豁免比例（5%）以服務商合同口徑爲準。
